The Cypress Creek headwater system in Hockley does not have the same FEMA monitoring density as the lower watershed in Harris County. Waller County's Flood Damage Prevention Ordinance governs development in the Cypress Creek floodplain within its boundaries, but Waller County does not maintain the same gauge network that Harris County Flood Control uses. That means Harvey inundation data for Hockley is less granular than for Cypress or Tomball. We use a combination of FEMA flood-zone mapping, Waller County soil survey data, and direct site observation of low-lying areas and drainage channels to make base specification decisions for Hockley properties. Properties on the Harris-Waller county line boundary require careful address-level verification of which county's rules govern drainage, since the line runs through some subdivisions and rural parcels at the property boundary.
